Skylight and rooflight installation in Basildon: new town housing from the 1950s onward, and what that means for specifying a rooflight here.

Basildon was drawn before it was built, and that is the most useful thing to know before you put glass into a roof here. An old Essex town grew a street at a time and ended up with fifty kinds of roof. Basildon was laid out to a plan from the 1950s onwards, in phases, in blocks, with long runs of housing built to a single detail by a single contractor in a single year. The roofs therefore come in families. What the plan also left behind is a great deal of flat and shallow-pitched roofing, on the houses and on the borough’s large commercial estates, and shallow roofing is where all the interesting decisions live. It changes which unit you can use at all, it changes how the water gets away, and because a near-horizontal pane faces straight up at the summer sky, it changes the heat arithmetic completely.
The roofs Basildon was built with
Basildon’s roofs sort themselves by phase, and the phase tells you almost everything before anyone gets a ladder out.
The first new town phases
Housing from the 1950s and early 1960s is the town’s signature. Terraces and short linked runs, modest eaves heights, and pitches noticeably lower than anything Victorian. Coverings tend towards single-lap concrete interlocking tiles laid at a low angle, and there is a genuine amount of properly flat roofing: over back additions, over link sections between houses, over porches and stores, and in places over whole blocks.
The consequence upstairs is a shallow roof void. A low pitch on a narrow plan leaves very little usable height under the ridge, so a loft conversion is often not the obvious move it would be on a Victorian villa. That pushes the daylight problem down a floor. The room that needs help in this kind of house is usually the back one on the ground floor, under a flat or nearly flat roof, and that is a job you can do very well without touching the main roof at all.
The 1960s and 1970s
Later phases brought factory-made roof structures and a lot more maisonette and low-rise flatted accommodation. Trussed rafters replaced roofs cut on site, which sets a hard limit on how wide an opening can be before somebody has to design a new load path. Garage courts, stores and outbuildings from this period are almost all flat roofed, and many of them have been absorbed into the house since as a utility room, a study or a shower room, which is exactly the sort of space that ends up with no window worth the name.
Private estates from the 1980s onwards
Speculative housing brought pitches back up. Roofs from this era look more conventional: gables and hips, deeper voids, sometimes attic trusses designed from the start for a room in the roof, box dormers on the larger house types. Coverings are still mostly concrete tile, occasionally a lighter profile. Structurally these are the most straightforward roofs in the borough to put a roof window into, and the plots that go with them usually have a driveway and a side return.
Everything older than the new town
The borough is a good deal bigger than the town it is named after. Villages predating the plan sit inside it, along with older centres that were never part of the designated area, and their stock behaves like the rest of Essex: interwar semis, Victorian and Edwardian brick, some weatherboard, steeper pitches, natural slate and plain clay tile. If your house is one of those, the flat-roof reasoning below matters less to you and the planning section matters a good deal more.
Flat roofs and shallow pitches: the Basildon question
Pitch is the first number, not the last. A standard roof window is rated for a minimum roof angle, and that figure is usually somewhere around 15 degrees, with plenty of units wanting more. Low-pitch concrete tiles carry their own minimum angle from the manufacturer for the same reason: below the rated pitch, wind-driven rain travels back up under the laps faster than the covering can shed it. Fitting a unit onto a slope shallower than it was designed for does not fail on day one. It fails in the third winter, in a south-westerly, and the only honest place to catch it is at the survey.
Below that threshold, and on anything genuinely flat, the answer is a different family of product entirely. A flat rooflight sits on a timber kerb, an upstand built up off the deck, rather than being flashed into a slope. Three details decide whether it behaves for twenty years:
- Upstand height. The kerb has to lift the glass clear of the roof surface so that standing water, driven rain and splashback never reach the seal. Around 150 millimetres above the finished covering is a common design figure and there is rarely a good reason to go below it.
- Fall. Flat glass is never truly flat. It wants a slope of a few degrees, often quoted at a minimum of 5, so rain runs off and takes the dust with it. Set level, a pane holds a puddle, the puddle dries, and you get a permanent tide mark you can see from inside.
- Insulation continuity at the kerb. The upstand is a thermal weak point by its nature. Insulate it properly and the room stays comfortable. Skip it and condensation forms on the coldest line of the assembly, which is the internal reveal, and everyone blames the glass.
The deck underneath is the other unknown. Older flat roofs in the town are typically a timber deck under built-up felt, and you cannot judge the condition of either from the kitchen below. Opening one up is part of the work, and if what we find is a covering that has come to the end of its life rather than a glazing question, a roofer is the right trade for it and we will say so plainly. Replacing a failed or dated unit in a sound roof is our work, and it goes quickly because the opening and the kerb already exist. Straight up at the sky: what near-horizontal glass does
Basildon sits inland, roughly 13 miles by road from Southend-on-Sea, and none of its roofs can see the water. That takes two familiar coastal arguments off the table. There is no reflected light bouncing up off the estuary, and salt is not the material driver it is on the seafront. Shelter is better too, with buildings, verges and grown trees breaking the wind in a way an open frontage never does.
What replaces those arguments is geometry. A flat rooflight has no orientation. It does not face south or north, it faces up, at the whole sky. In midsummer the sun climbs high, so at the middle of the day it strikes a horizontal pane almost square on, while the same sun hits a vertical window at a glancing angle and much of it slides past. This is why a modest area of flat glass over a kitchen can gain more heat in July than a considerably larger wall of south-facing glazing. A shallow pitch of ten or twelve degrees behaves nearly the same way.
The practical upshot for Basildon is blunt. On flat and shallow roofs, solar-control glass is not an orientation decision you weigh up. It is the starting specification, whichever way the house happens to sit, because the glass is looking at the summer sun regardless.
Orientation comes back into play on the steeper roofs of the later private estates and on dormer cheeks, and here the town plan actually helps. Housing built in runs shares an aspect: if the rear gardens on one side of a road all face south-west, every rear slope on that side is the sunny one and the same specification suits the lot. Establishing which way your own block sits is a five-minute job that answers the whole question.
Two local qualifiers are worth checking on site rather than assuming from a map. The first is planting. Trees put in when the estates were laid out are now mature, and a rear slope that looks fully open on paper can lose an hour or two of afternoon sun to a single one. That helps in August and hurts in January, so it is a reason to look, not a reason to relax. The second is winter. Horizontal glazing has the whole cold sky above it and loses heat upwards more readily than a pitched unit does, which is why the U-value deserves real attention on a flat rooflight and not just the solar figure.

Specifying the glass for a Basildon roof
Two figures decide how a rooflight performs and they pull in opposite directions. The U-value is the rate at which heat escapes through the assembly, in watts per square metre per kelvin, and lower is better; Part L of the Building Regulations sets the level a new unit has to reach. The G-value is the fraction of the sun’s energy that gets through the glass and into the room, on a scale from nought to one. Clear double glazing lands near 0.6. Solar-control double glazing lands near 0.3. Identical opening, identical view, roughly half the heat.

Those ranges are industry-general and shift with the manufacturer, the unit size and the exact build-up, so treat them as the shape of the decision rather than a price. A smaller opening in the right glass beats a bigger one you spend the summer hiding under a blind, and on a flat roof there is a further argument for glass over blinds: an internal blind under a horizontal pane stops the light after the heat has already entered the room.
Planning permission and Basildon Borough Council
Basildon Borough Council is the local planning authority and the Building Control authority for the town. Everything below is general guidance; the status of your particular address is a matter of record and only the council can confirm it, which is why we check rather than assume.
On an ordinary house, a rooflight is normally permitted development. The tests are dimensional. Nothing may stand more than 150 millimetres proud of the existing roof surface, no part may sit above the highest point of the roof, and a unit going into a side elevation less than 1.7 metres above the floor needs obscure glass with its opening restricted. Satisfy those and no planning application is required.
The exceptions catch a lot of people in a town with this housing mix:
- Flats and maisonettes have no rooflight permitted-development rights whatsoever. The borough has a great deal of flatted and maisonette accommodation, so this exception covers a large number of homes here. An application is needed whatever the size of the unit.
- Somebody else may own the roof. Where a property is leasehold, or was bought from the council with the freehold retained, or sits under a roof that runs continuously across several homes, the building owner has to agree before anything is cut. That consent is entirely separate from planning and it takes its own time.
- The borough is older than the new town. Designated areas exist inside it, attached to the settlements that were there first, and the boundaries do not follow anything you could guess from the street. Do not assume that because Basildon is a planned town no designation can apply to you. Ask the council for your address.
- Listed buildings need listed building consent for roof work regardless of what permitted development would otherwise allow.
- Deeds and estate covenants bite independently. On private estates from the 1980s onwards a restriction in the title can rule out an external alteration the council has no interest in at all.
Where consent is needed on an older building, the specification is what carries the application: a flush unit that sits within the plane of the covering rather than on top of it, a slim dark external frame in place of white plastic, a glazing bar to break a wide pane, and a position off the main public face of the building. That is not a promise of approval and nobody can give you one. It is the version of a proposal a case officer can reasonably agree to.
Separately from planning, forming or enlarging a rooflight opening is notifiable under the Building Regulations. Part L covers the thermal performance the unit has to meet and Part K covers safety glazing and guarding, which is why an overhead pane is laminated on the inner leaf. We make that notification to Basildon Borough Council on your behalf, so there is nothing for you to submit and nothing to chase.
Getting to the roof on a planned estate
Access in Basildon is rarely difficult, but it is frequently not where you expect it to be.
The town’s older estates were laid out on the principle of separating people from cars, so on a good number of them the front door faces a footpath or a green and the vehicle access is round the back, into a parking court or a block of garages. A van cannot always pull up outside the address on the letter. That is a solvable problem, and the solution is worked out at survey, when we decide where the scaffold stands, which route the materials take and how far anything has to be carried by hand. It is a poor thing to discover on the first morning.
Long terraced runs are the other pattern. Where housing is continuous, there is no side passage, so waste and materials come through the house and the internal protection matters as much as the scaffold plan. Shared parking courts and private drives often mean a word with a neighbour or a management company before standards go up, and grass verges and service strips are soft ground that need the load spread properly rather than a standard dropped on turf.
Two things make Basildon easier than the coast. Eaves heights on new town housing are generally modest, so a good many jobs are a tower rather than a full scaffold, which takes a day out of the programme and a chunk out of the cost. And on a flat roof the access is onto a surface rather than up a slope, so the work happens standing up behind edge protection instead of off staging on a pitch. Later private estates with driveways and side returns are the most straightforward plots of all.
Rooflights on Basildon’s commercial estates
The borough carries a large amount of industrial and commercial floorspace, and those roofs are a different discipline from housing. Profiled metal decking, built-up systems, single-ply membranes and older fibre-cement sheeting all take rooflights, and most of them already have some, usually in-plane panels that were installed with the roof.
Those original panels are the thing worth looking at. Older glass-reinforced plastic and polycarbonate yellows and clouds under ultraviolet light, so the daylight they were installed to provide quietly drains away over the years until the lights are on all day under a roof that was designed not to need them. They also weaken as they age. Any in-plane rooflight in a metal or fibre-cement roof should be treated as non-load-bearing unless there is documentation proving otherwise, and modern replacements can be specified to a non-fragile classification, which is a genuine improvement to the building rather than a like-for-like swap.
Daylight design on a large roof is a percentage question. Rooflight area in the region of 10 to 15 per cent of the roof is a commonly used range for useful daylight without the heat becoming a problem, and the balance shifts depending on whether the space is a warehouse, a workshop or an office fit-out under the same roof. Where a unit has been converted into offices or trade counter space, overheating under the glazing is the predictable result, and solar-control glass or a diffusing panel does more good than another air-conditioning unit. Basildon rooflight questions, answered
Do I need planning permission for a rooflight in Basildon?
On a house, usually not. A unit projecting no more than 150 millimetres beyond the existing roof surface and sitting below the highest point of the roof is generally permitted development. The answer changes if you live in a flat or a maisonette, if the building is listed, or if the address falls inside a designated area. Basildon Borough Council can confirm your property in a single enquiry and it is worth doing that before you choose a unit.
My roof is too shallow for a normal skylight. What are my options?
Plenty. Below the pitch a standard roof window is rated for, the sensible route is a flat-roof style unit mounted on a built-up kerb, which brings its own fall and its own weathering detail rather than relying on the covering. Some manufacturers also make units rated specifically for low pitches, supplied with flashing designed for the angle. Both work. Forcing a standard unit onto a slope shallower than its rating does not.
Will a flat rooflight over my kitchen make the room too hot?
With clear glass, very likely. Horizontal glazing looks straight up at a high summer sun and takes it close to square on, which is the worst case for solar gain. With solar-control glass near a G-value of 0.3, an opening unit at the high point to let hot air out, and an opening size that suits the room rather than the biggest one available, the same roof is comfortable through the summer.
I live in a maisonette. Can I still have one?
Possibly, but the route is different. Flats and maisonettes have no permitted-development rights for rooflights, so a planning application is needed whatever the size, and the freeholder or management company has to agree separately because the roof is very often not yours to alter. Get both answers before you get attached to a design.
My old rooflight has gone cloudy and yellow. Is that a replacement job?
Yes. Plastic glazing clouds and yellows under years of ultraviolet light and there is no way back from it, and a sealed glass unit that has misted between the panes has failed for good. Taking the old one out and putting a properly specified one back is a replacement, which is our work, and it is a sensible moment to move from clear to solar-control glass if the original never had it.
