Rochford is a market town with a working square at its middle and modern housing wrapped all the way round it, and the gap between those two things is roughly four hundred years. You can walk half a mile and go from a timber-framed building with hand-cut rafters and clay peg tiles to an estate house on factory-made trusses under deep-profile concrete tiles. Those are opposite jobs. They need different units, different structural thinking and, in the historic core, a different conversation with the council before anything is ordered. Rochford also has its own planning and Building Control authority, which is the first thing worth getting straight.

Four hundred years of roofs in one small town

Rochford grew round its market square, and the buildings closest to that square are the oldest things we work on anywhere in south Essex. Timber frame is the base layer. Behind a good number of the brick and rendered frontages there is an earlier frame still doing the structural work, because a Georgian face was a fashionable thing to put on an older building and plenty of Essex market towns did exactly that. Weatherboarding appears too, on the smaller buildings and the outbuildings that got absorbed into the town as it filled in.

What that means on the roof: steep pitches on the earliest structures, hand-made clay peg tiles or plain tiles laid on riven battens, frequently with nothing underneath them but daylight. No felt, no breather membrane, no modern underlay. Rafters cut on site by eye, so the spacing wanders, the sizes vary within one roof, and four hundred years of load has usually put a gentle sag into the middle of the slope. Valleys, stacks and changes of level are common because these buildings were extended piecemeal rather than designed in one go.

The Georgian buildings behave differently again. Shallower pitches, natural slate in places, and sometimes a parapet at the front that hides the roof completely from the street. That parapet is worth knowing about, because a rooflight set on the rear slope of a parapeted building can be invisible from any public position, which is a useful thing to be able to say on an application form.

Move out from the square and the eras arrive in order. Victorian and Edwardian brick terraces and semis along the older approach roads, most with a single-storey back addition under a lean-to or a flat roof. An interwar layer of bay-fronted semis with hipped roofs on purlin-and-strut structures. Then the post-war and modern estates, which are where most of Rochford actually lives: cul-de-sac layouts, concrete interlocking tiles, shallower pitches, attached or integral garages, and trussed rafter roofs from the 1960s onwards. The newest estate houses are tighter, better insulated and often built with attic trusses, so the roof space was designed from the start to become a room.

Grouping them is not academic. The unit that is right for a peg-tiled historic roof would look wrong and cost too much on a 1980s estate house, and the standard flashing kit that suits a deep-profile concrete tile will not sit down properly on hand-made clay.

Five miles inland: what the light and the weather do here

Southend faces south across the Thames Estuary, and on the seafront that produces reflected low-angle light off the water on top of the direct sun. Rochford sits about five miles back from that by road, on low, level ground, and the reflected component does not reach it. Here you are designing for direct sun and sky alone, which makes the geometry simpler and the answers slightly different.

The ground being flat and open matters more than people expect. With farmland around the edges of the town and no rising land to the east or west, the horizon is low, so early morning and late evening sun comes in at very shallow angles and lands on slopes that would be in shadow in a hillier place. East and west facing rear slopes therefore do real work in Rochford. They collect strongly at the two ends of the day, at the times of year when the sun is already low, and a low sun meets a pitched slope closer to square on than it ever meets a vertical window. That is why a west-facing kitchen with a large area of clear glass overhead gets uncomfortable at six in the evening in July while the south-facing one next door is already cooling.

The historic core has its own microclimate. Buildings sit close together, some are three storeys, and there are mature trees. Shading in the old streets comes from the town itself rather than from the terrain, and where it comes from a deciduous tree it arrives in leaf during summer and clears in winter, which is the right way round. A rooflight in the middle of the old town can behave very differently from one on an estate a mile away with clear sky above it and nothing taller than a fence in any direction.

Nights are the other inland difference. Water holds its temperature, so a roof on the front cools slowly overnight. Five miles back from the estuary on low ground there is nothing doing that, and the drop is faster. Frost sits longer, mist forms off the fields, and winter heat loss through the glass counts for relatively more of your comfort than it does on the seafront. Practically, that pushes Rochford specifications towards better U-values, and on rooms where the roof is the ceiling it pushes them towards triple glazing more often than a seafront job would.

Wind is a different flavour too. Less salt in it than on the front, so corrosion is less of a governing factor, but open ground gives it a clear run, and driving rain on an exposed slope will find any flashing that was not matched to the actual roof covering.

Hand-cut rafters and factory trusses: two structures, two jobs

Almost every technical decision in Rochford follows from which of these two roofs you have.

The historic roof

Nothing in it is standard. Rafter spacing has to be measured rather than assumed, because a roof cut by hand in the seventeenth century does not run to 400 or 600 millimetre centres. Timber sizes vary along the same slope. Where the structure has spread or sagged, an opening needs trimming that works with what is there, and on the oldest frames that is a conversation with a structural engineer rather than a decision made on the day.

The covering is the other constraint. Hand-made clay peg tiles vary in size and camber, they were never intended to be lifted and relaid casually, and you cannot buy a modern tile that sits convincingly next to them. The right approach is to take up more than you need, set the sound ones aside, work the opening, then relay round the new unit using the salvaged tiles closest to it so the change reads as a patch of the same roof rather than a new material. A slim flashing designed for plain and peg tiles is the difference between a rooflight that disappears into the slope and one you can pick out from the far side of the street.

The trussed roof

A trussed rafter is an engineered component. Every part of it is in tension or compression as designed, and cutting a web or a bottom chord without a designed alternative removes something the roof was relying on. The usual truss spacing of 600 millimetres leaves a clear width of roughly 550 millimetres between them, and that number sets the widest unit you can fit without touching the structure. So on estate houses the honest options are a tall narrow unit in a single bay, a matched pair or a run across several bays for more light, or a properly designed opening with trimming, props and a specified load path. All three are normal work. The one thing that is not acceptable is a saw and an optimistic afternoon.

Deep-profile concrete tiles need a flashing kit made for that profile, not a universal one persuaded into shape, and the shallower pitches common on later estates rule some units out entirely, because most roof windows have a minimum pitch below which they should not be fitted. Aircraft noise, rain noise and the pane you were getting anyway

London Southend Airport sits between Rochford and the city, so noise from the air is a genuine part of the specification here in a way it simply is not for towns further west along the front. A roof slope is the surface that faces the sky, which is to say it faces the source, and a rooflight puts glass into it. Getting this right at the specification stage costs very little. Getting it wrong is permanent.

Three things help, and they stack:

  • Laminated glass with an acoustic interlayer. The interlayer damps the vibration of the pane instead of just adding mass to it, and it works across the frequencies that carry.
  • Unequal pane thicknesses. Two panes of the same thickness resonate at the same frequency and let that band through. Making the outer and inner leaves different thicknesses breaks that coincidence.
  • A wider cavity, where the unit allows it. More separation between the leaves, less transmission.

The useful part is that Part K of the Building Regulations already requires the pane over your head to be laminated for safety, so on a Rochford roof you are choosing which laminate you get rather than adding a component. Moving from a standard laminated inner leaf to an acoustic one is a small step in a specification you were making anyway.

The same build-up quietens rain. Rooflights drum, particularly large flat units on shallow upstands, and heavier laminated glass takes the edge off that noticeably. There is a ventilation trade-off worth thinking through as well: if your summer cooling plan is to open the roof window at night, you are also opening the acoustic envelope. On the noisier plots the better plan is glass that keeps the heat out during the day, plus controlled background ventilation, so you are not choosing between a warm room and a loud one.

Specifying the glass for a Rochford roof

Two numbers describe the glass and they pull in different directions. The U-value is how quickly heat leaks out, measured in watts per square metre per kelvin, and lower is better. Part L of the Building Regulations sets the level a new rooflight has to reach. The G-value is the share of the sun’s heat that gets through, on a scale of nought to one, and on a roof it is the number that decides whether you enjoy the room in August. Clear double glazing sits around 0.6, so roughly three fifths of the solar energy landing on it arrives inside. Solar-control double glazing sits around 0.3.

The age of your house changes how much this matters. An old solid-walled building in the historic core is leaky in a dozen other places, so the rooflight is one heat path among many and the fabric moderates the swings. A modern estate house is the opposite: airtight, well insulated, small rooms, and once solar heat is inside it has nowhere to go. Newly built homes are now designed against overheating under Part O, which does not apply to a rooflight fitted into a house that already exists, but the physics behind that regulation applies to your kitchen extension whether or not the paperwork does. On a tight modern house, the glass is the control that matters.

Rochford District Council: planning and Building Control

Rochford is close enough to the city for people to assume Southend-on-Sea City Council handles their application. It does not. Rochford District Council is the planning authority and the Building Control authority for Rochford, and that is who a notification or an application goes to. New and enlarged rooflights are notifiable under the Building Regulations. Part L covers the thermal side, so the unit has to meet a set performance level. Part K covers safety glazing and guarding, which is the reason the pane above your head is laminated.

Planning is separate and depends on where in the town you are.

On the estates and the outer streets

The general position for a house is that a rooflight is permitted development if it projects no more than 150 millimetres beyond the roof plane and does not sit above the ridge, with obscure glazing and restricted opening needed on a side elevation below 1.7 metres from the floor. Flats and maisonettes never had that right, so a top-floor flat is an application regardless. Treat all of that as general guidance and confirm your own property with the council before you commit.

One thing planning will not tell you about: newer estates sometimes carry covenants in the title deeds restricting external alterations. That is private law rather than planning, the council has no role in it, and the place to look is your own paperwork.

In the conservation area round the market square

The historic core sits inside a conservation area, and inside a designated area the permitted-development shortcut is not something to lean on. Check the boundary with Rochford District Council rather than assuming from the age of your building, because these lines follow historic plot patterns and two neighbouring properties can fall on opposite sides of one.

If your building is listed, and in a historic market town core a fair number are, listed building consent is a separate requirement that applies whatever the planning position, and it covers work inside the building as well as the outside. A rooflight in a historic roof touches original fabric, so the case has to be made on the merits.

What tends to be looked on favourably in a historic setting, though no one can promise consent:

  • Units that sit down within the tile plane rather than standing proud of it
  • Slim, dark external frames instead of wide white ones
  • A glazing bar breaking a wide pane into proportions that read as older glass
  • Positions on rear or subsidiary slopes rather than the elevation the public sees
  • Salvaged original tiles relaid around the opening

Getting to the roof in a market town

Access in the old core is the harder end of it. Buildings in a square and the lanes off it often sit straight on the back of the pavement, so there is no working space at the front at all, and the scaffold has to be planned to the rear through whatever route exists: a shared yard, an alley, or the house itself with boards and dust protection. Loading has to fit round a square that is in use, which means materials arrive when there is room for them rather than when it would be convenient. Where a historic building has a commercial ground floor and flats above, the access and the planning position both change, and both need settling before a survey turns into a date.

The estates are easier and have their own quirks. Driveways and side gates make hand-carrying straightforward, but a 900 millimetre side gate still sets the size of what can go through it, and on a semi with no side access the route to the back garden runs through the hall. Cul-de-sac turning heads and shared drives can be tight for a scaffold lorry, so the delivery gets planned rather than assumed. Bungalows and chalet bungalows are the quickest of all, with low eaves and often no need for a full scaffold at the rear.

None of this changes the price of the unit. It changes how the days are arranged, and it is better established at survey than discovered on a Monday morning.

Who do I apply to for planning permission in Rochford?

Rochford District Council, for both planning and Building Control. It is worth saying twice because the town’s closeness to the city leads people to the wrong authority. If a rooflight is notifiable, we make that notification to Rochford District Council for you.

How do I find out whether my building is listed or in the conservation area?

Ask the council, and ask before you choose a unit rather than afterwards. Conservation boundaries in an old market town follow historic plots and are not obvious from the street. Listing is separate again, and a listed building needs consent for the work whatever the planning answer turns out to be.

My house has a trussed roof. Am I stuck?

No, but the structure sets the terms. A unit sized to fit within the clear width between trusses needs no alteration at all, which is the quick route. If you want something wider than that, the opening has to be designed, trimmed and supported, and that is a bigger piece of work rather than an impossible one.

Will I hear aircraft through a rooflight?

Less than you fear, if the glass is specified for it. The pane over your head is going to be laminated anyway for safety, so choosing an acoustic laminate and unequal pane thicknesses costs comparatively little and does most of the work. The design point to think about early is night ventilation, because an open unit undoes the specification while it is open.

My roof has old clay peg tiles. Will they all have to come off?

No. Tiles come up around the opening, the sound ones are set aside and relaid immediately around the new unit, and a flashing made for plain and peg tiles sits low enough not to stand out. The aim is that the finished slope looks like the same roof with a window in it.

Will a south-facing rooflight overheat an estate house?

It can, more readily than it would in an older leaky building, because a modern house holds the heat once it is in. Solar-control glazing near a G-value of 0.3 lets in roughly half the solar heat of clear glass at 0.6. Specify that, size the opening sensibly, and include something that opens for ventilation, and the room stays usable in July.

How long does the work take?

A single roof window in a straightforward estate roof is typically a day. A pair in a loft or a chalet bungalow is a day to two. A lantern or a run of flat rooflights depends on the upstand and the opening. In the historic core, add time for access and for careful tile work rather than for the installation itself.
