Skylight and rooflight installation in Maldon: hill town with extensive conservation area, and what that means for specifying a rooflight here.

Maldon sits on a hill with the Blackwater estuary below it, and that one fact rearranges most of the standard advice. Across the rest of our patch the view and the sun arrive from the same direction, so a room facing the water is a room facing the light. In Maldon they pull apart. The water lies north and east of the old town, which means the rooms people prize for the view are looking away from the sun, while the slopes that collect sun face back up the hill towards the next roof along. A rooflight is very often the only way to get daylight and free winter warmth into a room that is pointing the wrong way. Which side of the hill your roof sits on decides almost everything that follows.
What Maldon built on its hill
Maldon is roughly twenty miles by road from Southend-on-Sea, but architecturally it is a long way further than that. This is a hill town with a deep old core, and the roofs come in layers that do not sit side by side so much as stack up the slope.
The oldest layer is timber framed. Buildings of the Georgian period and earlier fill the crest of the hill, and behind a good many of the brick fronts there is a frame considerably older than the facade suggests. It was common practice to give an ageing timber house a fashionable flat brick front and a parapet while leaving the medieval carcass and its roof exactly where they were. That matters to us, because the front of the building tells you very little about the roof behind it. Steep pitches, hand-made clay tiles, purlins that were sized by eye and have moved since.
The Georgian layer brought its own roof forms: parapets, double-pile plans with two parallel roof slopes and a valley gutter down the middle, and mansards where the top storey was pushed into the roof. All three of those are useful to know about, and all three change where a rooflight can go.
Down the slope towards the water the stock gets later and plainer. Nineteenth-century terraces and cottages, some brick, some under the boarded elevations that are an Essex habit rather than a Maldon one, with straightforward two-slope roofs in slate or plain tile and small rear additions tacked on afterwards. Waterside buildings that used to work for a living have in places been converted into flats, and flats are a separate planning conversation entirely.
Then the edges. Interwar and post-war housing on the flatter ground away from the crest, with hipped roofs, concrete interlocking tiles and predictable purlin structures. Later estates beyond that, trussed, shallower in pitch, laid out with driveways and space around them. On a single Maldon enquiry list you can have a roof built by hand before anyone drew it and a roof delivered on a lorry in one piece, and they need completely different answers.
Sun on one side, water on the other
Southend faces south across the Thames Estuary, which is why solar gain and glare drive nearly everything we specify along that frontage. Maldon inverts it. The Blackwater runs away to the east and the ground falls north towards the river, so the outlook and the sunshine are on opposite sides of the house.
Work through what that means on the ground. If your plot runs down the north side of the hill, your rear elevation and your rear roof slope face the water and face north. That slope gets no direct sun at all for most of the year. What it gets is north light: flat, even, shadowless, entirely free of glare, and lovely to cook or work under, but carrying no useful heat with it. Put glass in that slope and the G-value conversation almost disappears. The number that matters is the U-value, because whatever warmth the room holds has to come from your heating, not from the sky.
If your plot runs the other way, off the south side of the crest, the rear slope faces up the hill into the sun and the picture flips completely. Those slopes take sun from the middle of the morning through to the evening in summer, and because the ground rises behind them there is often nothing much in the way. That is a solar-control specification, no different in principle from a cliff-top roof at the coast even though the water is nowhere in sight.
East-facing slopes are the third case and the one people underestimate. An east slope over the estuary takes hard low sun early, which is welcome in a bedroom in April and much less welcome in July, then goes flat by lunchtime. Sizing and an opening unit matter more there than glass tint does.
The practical upshot is that we will not quote a Maldon roof from a description. Which way the usable slope points changes the unit, the glass and sometimes the position, and on a hill town the answer varies street by street rather than area by area.
Parapets, valleys and the slopes nobody can see
Old town roofs are rarely one clean plane, and in Maldon that is an advantage rather than a nuisance.
A parapet front hides the bottom of the roof from anyone standing in the street. A double-pile roof has a rear slope that falls into a central valley and is invisible from the pavement. A mansard has a shallow upper slope sitting behind a steep lower one, again out of sight from below. Every one of those is a place where glass can go without changing what the building looks like from a public view, which is exactly the argument a conservation area wants to hear.
The catch is that hidden slopes come with their own engineering. Valley gutters have to keep working, so a rooflight goes clear of the valley and clear of the flow, not over it. Parapet roofs often drain internally, and anything that interferes with a hopper or a box gutter is a bad idea whatever it does for the daylight. Shallow mansard tops are close to the limit for a standard pitched roof window and sometimes want a flat-roof style unit on a purpose-built upstand instead.
The structure underneath is the other half of it. Historic roofs were cut on site, so the rafters are not at a regular spacing, the pitch changes across the width, and the plane of the tiles rolls rather than runs flat. Hand-made clay tiles vary in size and camber, and the batten gauge follows them. A flashing kit that would sit down perfectly on a modern concrete tile roof needs a different approach here, usually a lead-based dressing worked into the courses by hand. Cut an opening in a hand-cut roof and you may be trimming a rafter that is doing more work than the drawing suggests, which is a survey question, not an on-the-day question.
Newer Maldon roofs on the estate edges are the opposite problem. Trussed rafters are engineered as a whole and cannot simply be cut through, so on those the opening size is set by the truss spacing unless somebody designs an alteration first. Wind off the Blackwater, mist off the marsh
Coastal weather at Maldon behaves differently from coastal weather at Southend, and the difference is the direction the water lies in.
The estuary opens eastwards towards the North Sea with saltmarsh and flat ground either side. Easterly and north-easterly winds run straight up it and hit the hill with very little to slow them down, and they carry salt further inland than people expect. Southend gets its worst weather off the south-west. Maldon gets a share of that too, but the exposed face here is the one looking down the water. On a roof that faces east or north-east we specify accordingly: powder-coated aluminium on external faces rather than anything painted on site, fixings that will not weep rust down a tiled slope in five years, and a flashing kit matched to the covering you actually have rather than adapted to it.
The marsh contributes something else. Low-lying water and damp ground on a still night produce mist and heavy dew, and that shows up on glass. External condensation on the outer pane of a high-performance rooflight is a genuine and slightly counterintuitive effect. The better the unit insulates, the less heat leaks outwards to keep the outer pane above dew point, so a triple-glazed rooflight on a clear calm morning near the water can fog on the outside while a poorer unit next door stays clear. It burns off within an hour or two of sunrise. It is a sign the glass is doing its job rather than failing at it, and it is worth knowing before it happens rather than afterwards.
Wind noise is the other estuary effect. On an exposed slope a slim, well-clamped unit in a properly dressed opening is quiet. A big pane on a shallow upstand with a soft fixing detail is not. That is decided at specification, not at the end.
Glass for a roof where the light is on the wrong side
Two numbers describe a rooflight’s glass. The U-value is heat escaping outwards in watts per square metre per kelvin, and lower is better; Part L of the Building Regulations sets the level. The G-value is solar heat coming inwards, on a scale from 0 to 1. Clear double glazing sits around 0.6, so roughly sixty per cent of the sun’s energy landing on it comes through. Solar-control double glazing sits around 0.3.
On most of our coastal work, 0.3 is the default and the argument is about how much clear glass you can get away with. In Maldon it genuinely depends on which way the slope points, and half the town wants the opposite answer.

Every figure above is an industry-general one. Real numbers move with the maker and with how big the unit is, so the table is there to show you which way the decision leans, not to price anything. The reasoning holds regardless: a north slope over the Blackwater does not need solar control and is better served by a lower U-value, and a south slope up the hill needs solar control whether or not anyone can see the water from it. Maldon District Council: conservation area, listed buildings, notification
Planning and Building Control for Maldon both sit with Maldon District Council, not with the authority at the coast. That trips people up who have had work done in Southend or Chelmsford and assume the process carries over.
The general position on rooflights is that they count as permitted development on a house when they project no more than 150 millimetres beyond the roof plane, sit below the ridge, and, on a side elevation below 1.7 metres from floor level, use obscure glazing with restricted opening. Meet those and no planning application is needed.
Maldon has an extensive conservation area covering the historic core, and that changes the picture in two ways. Being inside a conservation area does not automatically strip a house of rooflight permitted-development rights, but individual areas can carry additional restrictions, and the council holds the mapping that tells you what applies to your address. The second point is listing. If the building itself is listed, listed building consent is required for work affecting its character regardless of what permitted development would otherwise allow, and in a town with this much surviving Georgian and earlier fabric that is a real possibility rather than a footnote. Flats and maisonettes never had rooflight permitted-development rights at all, which catches out owners of converted waterside buildings.
Where consent is a judgement rather than a formality, the specification is what moves it. A unit that sits down into the tiles instead of standing off them. An external frame that is slim and dark rather than white and heavy. A bar across the opening so the glazing does not read as one modern sheet. A position on a rear or hidden slope instead of the principal public elevation. None of that guarantees an outcome and we will not pretend otherwise, but it is the version of the job that tends to be looked on kindly.
Separately from planning, a new or enlarged rooflight is notifiable under the Building Regulations. Part L covers the thermal performance of the unit and Part K covers safety glazing and guarding, which is why the inner pane overhead is laminated. We make that notification to the relevant local authority on your behalf as part of the installation, so it is not a form you fill in or a body you chase.
Scaffold on a hill: getting to a Maldon roof
Access is where a Maldon job either goes smoothly or quietly gains a day, and the deciding factor is usually how the plot sits on the slope.
In the old core the plots are the long narrow strips a medieval market town leaves behind: a modest frontage on the street, a building pushed hard up against the pavement, and a garden running a long way back and downhill. That means the rear of the house can be a full storey higher above its own garden than the front is above the street. A scaffold on the back has to be founded on ground that is falling away, which needs proper sole boards and adjustable bases rather than a standard lift, and getting materials to it can mean a long carry down a passage or through the house because there is no side access wide enough for anything else.
Parking on the crest streets is contested and loading space is limited, so deliveries get planned rather than assumed. Where a property genuinely cannot take a scaffold, a tower and a smaller unit is sometimes the honest answer, and it is better to establish that at the survey than to find it out with a lorry parked outside.
Roofs on the hidden slopes bring one more wrinkle. Reaching a slope behind a parapet or the top of a mansard can mean scaffolding higher than the work itself so there is somewhere safe to stand, which is a cost line that surprises people until it is explained.
Out on the newer estates none of this applies. Driveways, side returns, level ground, standard eaves heights, and a scaffold that goes up in a morning. Two roofs a mile apart in Maldon can be a day apart in access alone.

An older unit that has gone cloudy between the panes, or that has aged into something the room has outgrown, comes out and is replaced with one specified properly. That is installation work and it tends to run quicker than a new opening, because the hole in the roof already exists and the structure around it has already settled. If the real trouble lies in the roof covering rather than in the glazing, that is a roofer’s job and we will tell you so.

Maldon skylight questions
Do I need planning permission for a rooflight in Maldon?
Often not. On a house, a rooflight projecting no more than 150 millimetres beyond the roof plane and sitting below the ridge is generally permitted development. My rear roof faces north over the river. Is a rooflight still worth it?

Can anything go on a roof I can see from the street?
Sometimes, and the answer depends on the building and its designation rather than on a general rule. Before that question gets asked, it is worth checking whether there is a slope behind a parapet, a valley slope or a mansard top that would do the job without appearing in a public view at all. Maldon roofs hide more usable slopes than most, and using one is the shortest route to a straightforward job.
Will an old timber-framed roof take a rooflight?
Usually, but the answer comes from inside the roof rather than from outside it. Hand-cut rafters sit at irregular centres, the pitch can change across the span, and some members carry more load than their size implies. That is a survey with a torch and a tape, and it comes before any talk of unit sizes. Where the structure will not take the opening somebody wanted, a smaller unit in a better position beats forcing the original idea.
Why does my new rooflight fog on the outside in the morning?
Because it is insulating well. External condensation forms when the outer pane drops below the dew point of the air around it, which happens on still clear nights, and it happens sooner on a well-insulated unit because so little heat escapes to keep that pane warm. Near the marsh and the water at Maldon the conditions for it are common. It clears with the sun, and it says nothing bad about the glass.
