Tilbury's dock terraces run in long unbroken rows. Which way your street faces decides more about a rooflight here than the roof covering does.

Tilbury is a dock town on flat ground, and that single fact shapes every roof in it. The place grew because the docks opened, and the housing followed the work: long runs of two-storey terraces thrown up for the men who unloaded ships, then estates behind them for the generations after. There is no cliff here and no fall in the land. The River Thames sits to the south, wide and open, and the wind comes off it across low marsh with nothing to slow it down. So a rooflight in Tilbury is not the same job as one in a coastal villa. The questions that matter are which way your row runs, how much heat the glass lets through in July, and whether the unit and its flashing can take a river wind for twenty years. Get those right and a dark back room becomes the best room in the house.

The roofs Tilbury actually has

Tilbury is younger than most of the places on this coast. It is a working town that came up around the docks, and the housing divides cleanly into two main eras that you can read straight off the rooflines.

First came the dock terraces. When the docks opened at the end of the nineteenth century, streets of two-storey terraced houses went up quickly to house the workforce. These are tight-footprint houses in continuous rows, party walls shared left and right, chimney stacks standing on those party walls, and shallow-to-medium pitched roofs that were slate to begin with and have very often been re-covered in concrete interlocking tile since. Most of them carry a rear back-addition, an outrigger running off the back of the house with a lean-to or a flat roof over it. That back-addition is almost always the darkest part of the home, the old scullery or kitchen, and it is the single most common place a rooflight earns its keep in Tilbury.

Then came the estates. Post-war housing filled in behind and around the older streets, council-built runs from the middle of the twentieth century onwards, with hipped roofs, concrete interlocking tiles, and roof structures that follow a pattern down a whole terrace or cul-de-sac. Later infill and newer development sits among them with shallower pitches and trussed roofs, where the timbers were engineered as a single web and cannot simply be cut about.

Those two families of roof do not take the same answer. A dock terrace has a small plan, a party-wall structure and often a flat-roofed rear addition begging for light. A post-war semi has a predictable hipped roof and a proper rear slope to work with. And a trussed newer roof sets its own limit on how big an opening you can make. The first job on any Tilbury enquiry is working out which of these you have, because everything downstream follows from it.

Flat ground, open river: how light and wind behave here

Skylights On Sea exists because this stretch of coast faces the water to the south, and Tilbury is part of that. The town sits on the north bank of the Thames, so the river is to the south of it, and any roof slope that faces the water is taking southern sun. That is the good news and the warning at the same time.

The difference between Tilbury and the cliff towns is that Tilbury is flat. There is no drop in the ground to give a rear slope an uninterrupted view of the sky. Instead you have rows of houses of much the same height, one behind the next, so when the sun is low, in the early morning, the late afternoon and right through winter, the next row along can throw shade across your roof. Orientation still decides everything, but on a flat grid it is the direction your particular street runs that sets whether your usable rear slope faces south and bakes, faces north and stays cool, or faces east or west and gets a hard slice of low sun at one end of the day.

A south-facing or west-facing rear slope on a Tilbury terrace will overheat under clear glass in summer. The sun is high and strong from May to September and a sloping rooflight meets it far more squarely than a vertical window ever does. This is where the glass specification does the work, and it is the part everyone else skips over when they quote you for the opening alone.

Then there is the wind. Tilbury sits low on reclaimed marsh at the river’s edge, and the south-westerlies come in off open water and open ground with nothing to break them. That matters for a rooflight in two ways. It drives rain hard against flashings, so the detailing has to be right rather than roughly right, and it carries salt off the river that attacks poorly finished metal and unprotected timber. Factory powder-coated aluminium on the external faces, properly rated fixings, and a flashing kit matched to your actual roof covering are not upgrades here. They are what a river-edge roof needs to stay watertight over its life.

Planning and Building Control under Thurrock

Tilbury is not in the Southend-on-Sea area, and it is not administered from County Hall in the way an Essex town would be. It sits in Thurrock, which is a unitary authority, so Thurrock Council handles both the planning side and Building Control for the whole town. That is the office you deal with, and it is the office we notify on your behalf.

For most houses in England a rooflight is permitted development, which means no planning application is needed. The general test is that the unit projects no more than 150 millimetres beyond the roof plane, that it sits below the highest part of the roof, and that if it goes on a side elevation below 1.7 metres from the floor it uses obscure glazing and restricted opening. Meet that and you can usually proceed without an application. The bulk of Tilbury’s dock terraces and post-war estates are ordinary houses where this default applies.

The exceptions are the ones to check for before you get attached to a plan. Flats and maisonettes never carried rooflight permitted-development rights, so a flat conversion is a different conversation from the start. Listed buildings need listed building consent regardless of what the roof rules say. And if a property sits inside a conservation area the permitted-development position can be tightened or removed. We cannot tell you from a desk which of these applies to your exact address, so we always confirm the property’s planning status with Thurrock Council rather than work from a rule of thumb. It costs nothing to check and it saves ordering the wrong unit.

Specifying the glass for a Tilbury roof

The frame and the opening are the straightforward part. What decides whether you actually enjoy the room in high summer is the glass, and in particular a number called the G-value.

Two figures describe a glazed unit. The U-value measures how fast heat escapes in winter, in watts per square metre per kelvin, and lower is better. Part L of the Building Regulations sets the level a new rooflight has to reach. The G-value measures how much of the sun’s heat passes straight through the glass, on a scale from 0 to 1. Clear double glazing sits at roughly 0.6, so about sixty per cent of the solar energy landing on it comes into the room. Solar-control double glazing sits near 0.3, roughly half as much. On a south-facing or west-facing Tilbury slope that gap is the difference between a room you live in through August and a room you keep the door shut on.

Treat those numbers as the industry-general shape of the decision rather than a quote, because they shift with the manufacturer and the size of the unit. The logic underneath them does not shift. On a sun-facing Tilbury slope, solar control is the starting point, not an extra you weigh up at the end. A smaller opening in 0.3 glass beats a larger one in clear glass that you then have to cover with a blind for five months of the year. External blinds and shutters do reduce gain, and on some jobs they are worth adding, but they are a control you have to remember to use. The right glass works whether you think about it or not.

Getting to the roof: access on a terrace versus an estate

Access decides how long a Tilbury job runs, and it splits along the same line as the housing itself.

On the dock terraces there is no side return to bring a scaffold up. The houses share party walls, so the only routes to a roof are the street at the front and, where they exist, the rear alleys or passages that run behind the older rows. Scaffold usually has to go up on the street or the pavement, which means thinking about parking, about keeping a footway clear, and sometimes about a permit. Materials get hand-carried through or around the house rather than swung in over an open drive. None of that is a problem, but it is why we would rather see the property at survey than price it off a map, because the front elevation tells you very little about how the back of the house is reached.

Working over a rear back-addition adds its own wrinkle. The flat or lean-to roof of the outrigger is lower than the main roof and often boxed in by the neighbours’ returns on either side, so the staging has to be set for that specific gap. It is routine work when it is planned and awkward when it is improvised.

The post-war estates are easier on this count. Those plots tend to have side access, some have driveways, and the eaves heights are predictable down a whole run, so scaffold goes up in a standard way and the first morning is quicker. On an estate the interesting question moves off the outside of the house and into the loft, where the roof structure sets what is possible.

Where a unit has already failed, misted between the panes, lost its seal or simply dated so badly it drags the room down, fitting a fresh unit into the existing opening is our work, and it usually goes faster than people expect because the hole is already there and the structure is known. Building Control, and how the week runs

A new or enlarged rooflight is notifiable under the Building Regulations, and here that notification goes to Thurrock Council. Part L governs the thermal side, so the unit has to reach a U-value the regulations accept. Part K governs safety glazing and guarding, which is why an overhead unit carries a laminated inner pane. Planning, where it is needed at all, is a separate step and comes first, because there is no sense ordering a unit until you know it can go in. On the great majority of Tilbury houses the permitted-development route applies and no application is required, but we confirm that before anything is ordered.

Do I need planning permission for a rooflight in Tilbury?

Usually not, if it is a house. A rooflight that projects no more than 150 millimetres beyond the roof plane and sits below the highest part of the roof is generally permitted development, and most Tilbury terraces and estate houses qualify. The exceptions are flats and maisonettes, listed buildings, and anything inside a conservation area, where the rules tighten. Can I get light into the dark back room of a terrace?

That is one of the most useful things a rooflight does in a dock terrace. The rear back-addition, the old scullery off the kitchen, is usually the darkest space in the house, and a flat rooflight or a small lantern set into its flat or lean-to roof transforms it without altering the pitched roof that faces the street. It is often a straightforward job because the roof is low and the opening is modest.

What does the river wind and salt mean for the unit?

Specify for it from the start. Tilbury sits low and open at the water’s edge, so choose factory powder-coated aluminium on the external faces rather than exposed timber, correct fixings, and a flashing kit matched to your actual roof covering. Where an older rooflight has let go on an exposed roof here it is far more often the flashing that failed than the glass, and flashing is a decision made at specification, before anything reaches the roof.
